Mark Farmer

Mark Farmer (born 1969) is a British chartered surveyor, government advisor (author of the Farmer Review)[1] and the founder of Cast Consultancy. Much of his UK construction industry activity relates to promotion of modern methods of construction (MMC) and reform of the construction skills system.[2][3]

Career

Farmer trained as a quantity surveyor, joining the UK based consultancy, EC Harris in 1989 as an undergraduate and progressing to partner level and head of residential development. In 2016 he left EC Harris / Arcadis and founded Cast Consultancy, based in London.[4][5]

He authored the Farmer Review (also known as Modernise or Die) for the UK Government in 2016.[1] This report has been widely referenced and critiqued in published academic research papers and as part of general industry discourse in the 10 years since its publication.[6] [7][8] [9][10][11][12][13]

In 2017 Farmer was appointed as chair of the Ministry of Housing, Communities and Local Government's MMC Working Group charged with overcoming barriers to use of MMC in housebuilding.[14] This group produced a formal seven category definition of MMC for housebuilding which is widely used across the UK construction industry[14][15][16] and in other countries such as Ireland.[17]

In 2019 Farmer was appointed as the housing minister's champion for modern methods of construction in housebuilding,[18] a role he performed until 2023.

In 2023 he was appointed as lead reviewer for the Department for Education to undertake the Arms Length Body Review of the two remaining Industry Training Boards, CITB and ECITB.[19] The review, titled Transforming The Construction Workforce[20] and published in January 2025, recommended that the ITB model needed a 'fundamental reset'.[21] The review has prompted debate as to whether the construction industry has the capacity to deliver the level of homebuilding the UK requires.[22]

In May 2025 he stepped down as CEO of Cast Consultancy whilst remaining on the board.[23] In July 2025 he joined the board of the Future Homes Hub.[24]

In September 2025, Farmer was announced as the chair of the newly formed Built Environment Futures Assembly[25], an industry leadership forum established by the University of the Built Environment looking to challenge the future of built environment professional education and practice.
