It really shouldn’t be controversial, the most cited authority in this article, Jozo Tomasevich (Stanford, 2001), uses German-occupied Serbia repeatedly (22 times)[1] while never once employing the bureaucratic construction Territory of the Military Commander in Serbia. The USHMM also uses German-occupied Serbia.[2] Every other comparable WWII article follows the German occupation of X format even when no sovereign state existed (Baltic states, Byelorussia, etc.).
