- Fair point. However, even if that is correct, that still makes the image improperly tagged. It would be some variant of copyright expired, not creative commons. - This image appears at User:Michael Greiner#My Images and it is suggested that all photos in that section are taken by the uploader, so in my opinion there is no source problem. The question is if there are too many unfree things on the photo. It might also not be very useful: the resolution is low and the photo is only used on the uploader's user page. - If we could figure out where it was first published, it might qualify as public domain due to {{PD-Poland}}. But if it was never published until at least 1994 (e.g., if the uploader is the first publisher), then at very least it would qualify for publisher's rights in EU law (see de:Wikipedia:Bildrechte#Probleme mit nachgelassenen Werken); it would not be in the PD in the US either until 120 years after it was taken. - Keep - I don't see any prose or poetry in that, just a very short set of instructions. Just like a photograph of a car doesn't warrant copyright, even though it technically might be complex enough, and yet the purpose of the elements within in such an order is for practical purposes.
