This would appear to be a case of citogenesis. The EOL page 404-s, an ITIS search yields "No Data Found for all containing Cephalia femoralis", and the Catalogue of Life suggests that it is a synonym of Setellia femoralis - and neither the species nor its genus have en.wp articles.
