I propose merging Contraception Begins at Erection Act into this article. I think the content in Contraception Begins at Erection Act can easily be explained and included in this article, as opposed to a separate standalone article for Contraception Begins at Erection Act. Both articles are stubs, so a merge would not cause any article-size or weighting problems, since Blackmon was the sponsor of the legislation.
