Apparently to address the prior decline basis, you added a list of publications he is an author or co-author of. Notability is about people unconnected to the topic writing about the topic in substantive detail (in published, reliable, secondary sources). Without the existence of those types of sources, no amount of editing, no polish of prose, no additional detail, and no expansion of a list of publications he has contributed will help.
