Good evening, Sir, hereby cannot agree with the alleged charge for the following reasons:

I have never treated an article as the "personal property" throughout the past seven years as Mr. Horse Eye's Back accused, but only contributed the supplement data with facts and notes of citations to the historical cases as per WP:POV without making personal opinion or comment in the articles. The referred page constantly suffers from deletions or twisted phrasing from anonymous as WP:NOTHEREor other viewers unfamiliar with Taiwanese history, or the former KMT regime supporters as the MND still denies the occurrence of mass execution on civilians till now. Being probably the only English Wikipedian and an former 158D member not involving in the crime at the time but knowing about this case, I was able to identify and correct the errors in real time as per WP:CUV, then he continuously accused me WP:OWN non-stop, even after I have repeated clarifying my stands multiple times for WP:NPA but he never accepted. The major argument started from his mass-deletion on all the dozens of international law references (which is essential parts to learn in this case) in the "See also" section for his stylish reason WP:JUSTDONTLIKEIT without accord, following by stalking me for WP:EW to the moment, hence I could no longer assume him WP:GF, but only to keep from his routine trolling, harassment and provocation on purpose.
Unfortunately, your excellency does not know about Taiwanese situation either and took the picture out of context, "Chinese nationalist" in Taiwan is referring to the right-wing "Deep blue" supporting Chang's KMT regime, who mis-used the anti-communism doctrine actually to achieve the dictatorship ruling, and exactly why the crime of Lieyu Massacre occurred during the Martial law ruling in 1987 in the first place. "Deep green" refers to Taiwanese supporting the left-wing DPP government for "Taiwan independence", (such as the New Power Party in this article); and Mr. Horse Eye's Back is by no means a "green" at all, by seeing that he cannot even allow the other editors claiming the difference between ROC and Taiwan during his long-lasting dispute history in Wikipedian forums. I did not refer him as a "pro-PRC" or an "anti-PRC", since PRC have never been a topic of the discussion in this case, and has nothing to do with my stand for the basic human rights and the refugee treatment - why do you assert such a claim as what I said, Sir?
Anyway, today's argument starts from the an abuse of multiple tags WP:VANDTYPES question on WP:OR and WP:NOTRELIABLE without comprehending the cited sources clearly therefore ignoring the referred Facebook publication actually being legitimate WP:SOCIALMEDIA - the veteran and on-duty participants before the lunar New Year in January include the university professor accepted the DPP government's assignment as the investigator in charge, Editor-in-chief of the military publication being a secondary witness himself, one of the convicted captain, three 3C sergeants at the first scene, dozen of 158D soldiers, and ROC Armed Forces officers - even the former Minister of National Defense, General (Ret.) Feng Shih-kuan made two comments in condolence. There has never been such an open gathering online for this case discussion in the history for the past 35 years. Would you think their open statements as non-reliable and unacceptable? or the revelation should be banned from Wikipedia? Only the KMT's Chinese nationalist supporters would demand so to cover up as longer as they can, definitely not a "deep green" conduct.

Following an RfC, there is a new criterion for speedy deletion: C4, which applies to unused maintenance categories, such as empty dated maintenance categories for dates in the past.
A request for comment is open to discuss whether Notability (species) should be adopted as a subject-specific notability guideline.

Arbitration

Following a motion, remedies 5.1 and 5.2 of World War II and the history of Jews in Poland (the topic and interaction bans on My very best wishes, respectively) were repealed.
Remedy 3C of the German war effort case ("Cinderella157 German history topic ban") was suspended for a period of six months.
The arbitration case Historical Elections is currently open. Proposed decision is expected by 3 September 2024 for this case.

Miscellaneous

Editors can now enter into good article review circles, an alternative for informal quid pro quo arrangements, to have a GAN reviewed in return for reviewing a different editor's nomination.

Administrator elections are a proposed new process for selecting administrators, offering an alternative to requests for adminship (RfA). The first trial election will take place in October 2024, with candidate sign-up from October 8 to 14, a discussion phase from October 22 to 24, and SecurePoll voting from October 25 to 31. For questions or to help out, please visit the talk page at Wikipedia talk:Administrator elections.
Following a discussion, the speedy deletion reason "File pages without a corresponding file" has been moved from criterion G8 to F2. This does not change what can be speedily deleted.
A request for comment is open to discuss whether there is a consensus to have an administrator recall process.

Arbitration

The arbitration case Historical elections has been closed.
An arbitration case regarding Backlash to diversity and inclusion has been opened.
Editors are invited to nominate themselves to serve on the 2024 Arbitration Committee Electoral Commission until 23:59 October 8, 2024 (UTC).

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.

Guideline and policy news

Following an RFC, the policy on restoration of adminship has been updated. All former administrators may now only regain the tools following a request at the Wikipedia:Bureaucrats' noticeboard within 5 years of their most recent admin action. Previously this applied only to administrators deysopped for inactivity.
Following a request for comment, a new speedy deletion criterion, T5, has been enacted. This applies to template subpages that are no longer used.

Technical news

Technical volunteers can now register for the 2025 Wikimedia Hackathon, which will take place in Istanbul, Turkey. Application for travel and accommodation scholarships is open from November 12 to December 10, 2024.

Arbitration

The arbitration case Yasuke (formerly titled Backlash to diversity and inclusion) has been closed.
An arbitration case titled Palestine-Israel articles 5 has been opened. Evidence submissions in this case will close on 14 December.

Guideline and policy news

Following an RFC, Wikipedia:Notability (species) was adopted as a subject-specific notability guideline.
A request for comment is open to discuss whether admins should be advised to warn users rather than issue no-warning blocks to those who have posted promotional content outside of article space.

Technical news

The Nuke feature also now provides links to the userpage of the user whose pages were deleted, and to the pages which were not selected for deletion, after page deletions are queued. This enables easier follow-up admin-actions.

Being a member of the legal project with a major in the international law in Wikipedia, it is my duty to monitor the edit wars of the legal term being reverted 9 times by non-registered users and over 20+ times of the same term being removed last year without the basic legal knowledge. Are you sure that you are a law major? Since when my summery made a legal threat to any user? The edit pointed out a legitimate concern on the ongoing legal offence in public to the Court, the public readers and the property of Wikimedia Foundation, hence recommend taking proper action - never engaged in a dialogue to the offender, hence what was the referred communication content of the discussion/dispute? You are directing the random interpretation ("even incorrectly" as you claimed) of unspecific people to my responsibility with no base, while completely ignoring the factor of continuing the unreasonable edit war wasting the page history resource on purpose with no solution - what kind of legal concept check is this? Please follow the Wikipedian procedure to re-check your base of "facts" before applying for the warning if your statement is counted as a legitimate accusation. hereby surely do not accept the framing calumniation. URL shortener

If you look at WP:SHORTURL, and all of the other pages that have Template:Short URL box in it (e.g. WP:V), that is exactly how the template I added to WP:RSP is supposed to work. It's not the same thing as a shortcut. Why did you remove it? 137a (talk • edits) 15:23, 22 March 2025 (UTC)[reply]

Guideline and policy news

Following an RfC, administrator elections were permanently authorized on a five-month schedule. The next election will be scheduled soon; see Wikipedia talk:Administrator elections for more information. This is an alternate process to the RfA process and does not replace the latter.
An RfC was closed with consensus to allow editors to opt-out of seeing "sticky decorative elements". Such elements should now be wrapped in {{sticky decoration wrapper}}. Editors who wish to opt out can follow the instructions at WP:STICKYDECO.
An RfC has resulted in a broad prohibition on the use of AI-generated images in articles. A few common-sense exceptions are recognized.

Technical news

Proposed deletion of Oscar 1930

The article Oscar 1930 has been proposed for deletion because of the following concern:

Does someone ever use this construction to refer to these? We wouldn't talk about "Oscar 2025" either...

While all constructive contributions to Wikipedia are appreciated, pages may be deleted for any of several reasons.

You may prevent the proposed deletion by removing the {{proposed deletion/dated}} notice, but please explain why in your edit summary or on the article's talk page.

Please consider improving the page to address the issues raised. Removing {{proposed deletion/dated}} will stop the proposed deletion process, but other deletion processes exist. In particular, the speedy deletion process can result in deletion without discussion, and articles for deletion allows discussion to reach consensus for deletion. Thanks you for the reminder. The naming convention of "Oscar XXXX" was merely following the existing pattern of the precedents of Oscar 1999 to Oscar 2025 several years ago to avoid the discrepancy, then this article has been reviewed by a patrol of the WikiProject Film project yesterday, and registered into the Wikidata base by the system later. I fully understand and respect your concern that the common usage in American English is actually "Oscars XXXX" in the plural form, such as the recent news: Oscars 2025: The full list of winners, and the other 7 in the 97th Academy Awards article alone for examples, and am willing to cooperate with your demand to move all the shortcuts with the same issue from the single form to the plural form for the better-fit usage. Since some shortcuts have been existed for years, hence might be better to correct them in consistency with each other instead of delete them all, the task will involve in dozens of moves including the previous redirection entries created by other editors - or would you like to perform it instead?

Following a request for comment, a new speedy deletion criterion, G15, has been enacted. It applies to pages generated by a large language model (LLM) without human review.
Following a request for comment, there is a new policy outlining the granting of permissions to view the IP addresses of temporary accounts. Temporary account deployment on the English Wikipedia is currently scheduled for September 2025, and editors can request access to the permission ahead of time. Admins are encouraged to keep an eye on the request page; there will likely be a flood of editors requesting the permission when they realize they can no longer see IP addresses.

Technical news

Administrators can now restrict the "Add a Link" feature to newcomers. The "Add a Link" Structured Task helps new account holders get started with editing. Administrators can configure this setting in the Community Configuration page.

Arbitration

The arbitration case Indian military history has been closed.
- South Asia (WP:CT/SA) is designated a contentious topic. The topic area is specifically defined as All pages related to the region of South Asia (India, Pakistan, Afghanistan, Sri Lanka, Bangladesh and Nepal), broadly construed, including but not limited to history, politics, ethnicity, and social groups.
- The contentious topic designations for Sri Lanka (SL) and India, Pakistan, and Afghanistan (IPA) are folded into this new contentious topic.
- The community-authorized general sanctions regarding South Asian social groups (GS/CASTE) are rescinded and folded into this new contentious topic.
The arbitration case Article titles and capitalisation 2 has been opened. Evidence submissions in this case closed on 31 July.
The arbitration case Transgender healthcare and people has been opened. Evidence submissions in this case will close on 11 August.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.

Starting on November 4, the IP addresses of logged-out editors are no longer being publicly displayed. Instead, they will have a temporary account associated with their edits.
Administrators will now find that Special:MergeHistory is now significantly more flexible about what it can merge. It can now merge sections taken from the middle of the history of the source (rather than only the start) and insert revisions anywhere in the history of the destination page (rather than only the start). All general sanctions imposed by the community may now be enforced at the Arbitration Enforcement noticeboard (WP:AE) as a result of a recent RfC.
Due to the result of a recent RFC, the administrator recall process is amended to extend the deadline for a re-request for adminship to 30 days or the next administrator election, whichever is later.
Changes to the Access to Temporary Account IP Addresses Policy's disclosure rules include broadening the consecutive-blocks exception to cover all admin actions and removing the requirement to revision-delete permissible disclosures once they become unnecessary (instead requiring only their removal). See WP:TAIVDISCLOSE for more information.

Arbitration

Following the 2025 Arbitration Committee elections, the following editors have been elected to the Arbitration Committee: Aoidh, Asilvering, Girth Summit, Guerillero, HJ Mitchell, HouseBlaster, Izno, Sdrqaz, SilverLocust.
The arbitration case Pbsouthwood has been suspended.
