Recent question on banking at Reference Desk...

I strongly agree that many contributors have over-complicated the issue. Regrettably you may have done so yourself by mentioning all these extra balance-sheet elements! I'd also note that there have certainly been cases where inter-bank lending other than short-term deposit placing/taking has been relatively common. The obvious examples include cases where "money centre" banks have taken long-dated deposits from regional institutions (such as in some states of the USA with highly restrictive banking laws subsequent to the 1929 crash, and the regional banking network in Japan between the Second World War and the mid-1980s); from time to time from 1984 onwards the issuance of long-dated FRCDs by leading UK banks; the more-or-less continual issuance of long-dated eurobonds by American (and other) banks from the 1970s to the present day, a substantial fraction of which were routinely bought by trust banks from Japan and their equivalents in other Asian economies; the inter-bank provision of revolving underwriting facilities to each other more or less continuously from the 1960s to the 1990s; and the issuance of perpetual floating rate preferred debt by banks following the acceptance of such debt as primary capital, which was sold to other banks for several years in the 1980s as if it were a perpetually revolving money market debt! Banks lending to other banks for longer-than-money-market terms is, I think, more common than you seemed to imply. RomanSpa (talk) 17:48, 8 May 2015 (UTC)[reply]

Hi,
You appear to be eligible to vote in the current Arbitration Committee election. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to enact binding solutions for disputes between editors, primarily related to serious behavioural issues that the community has been unable to resolve. This includes the ability to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail. If you wish to participate, you are welcome to review the candidates' statements and submit your choices on the voting page. Your contributed article, Lithuanian parliamentary election, 2016

You may want to consider using the Article Wizard to help you create articles.

Hello, I noticed that you recently created a new page, Lithuanian parliamentary election, 2016. First, thank you for your contribution; Wikipedia relies solely on the efforts of volunteers such as you. Unfortunately, the page you created covers a topic on which we already have a page – Lithuanian parliamentary election, 2012. Because of the duplication, your article has been tagged for speedy deletion. Please note that this is not a comment on you personally and we hope you will continue helping to improve Wikipedia. If the topic of the article you created is one that interests you, then perhaps you would like to help out at Lithuanian parliamentary election, 2012 – you might like to discuss new information at the article's talk page.

If you think the article you created should remain separate, you may contest the nomination by visiting the page and clicking the button labelled "Contest this speedy deletion". This will give you the opportunity to explain why you believe the page should not be deleted. However, be aware that once a page is tagged for speedy deletion, it may be removed without delay. Please do not remove the speedy deletion tag from the page yourself, but do not hesitate to add information in line with Wikipedia's policies and guidelines. If the page is deleted, and you wish to retrieve the deleted material for future reference or improvement, then please contact the deleting administrator, or if you have already done so, you can place a request here. Additionally if you would like to have someone review articles you create before they go live so they are not nominated for deletion shortly after you post them, allow me to suggest the article creation process and using our search feature to find related information we already have in the encyclopedia. Try not to be discouraged. Wikipedia looks forward to your future contributions. The StormCatcher (talk) (contribs) 09:31, 2 December 2015 (UTC)[reply]

Information icon Hi there! Thank you for your contributions to Wikipedia.

When editing Wikipedia, there is a field labeled "Edit summary" below the main edit box. It looks like this:

Edit summary (Briefly describe your changes)

I noticed your recent edit to Mykolas Sleževičius does not have an edit summary. Please be sure to provide a summary of every edit you make, even if you write only the briefest of summaries. The summaries are very helpful to people browsing an article's history.

Edit summary content is visible in:

Please use the edit summary to explain your reasoning for the edit, or a summary of what the edit changes. Thanks! bojo1498 talk 20:12, 11 December 2015 (UTC)[reply]

Cabinet is not exactly the same thing as the Government. That is why I made that arrangement. If you have any questions, say me. --B.Lameira (talk) 15:08, 23 February 2016 (UTC)[reply]

Hello B.Lameira. Thank you for your comment, I added the name for the section. However, I feel that you are not fully appreciating that "government" can mean different things in different contexts and different countries. It can mean the total system of governing a country (i.e., including all the branches of the government), or it can refer to what is called "council of ministers" (or "administration") in other countries. In Lithuanian context, "government" means the cabinet of ministers. For example, go to the webpage of the government ([1]). Also, take care to actually read the wiki page you link to. As such, equating Government and Executive, as you did with your edit, is not acceptable: Government is part of the executive branch, but it is only one part (head of state, President, being the other one). I will give some time for discussion before reverting. No longer a penguin (talk) 17:49, 23 February 2016 (UTC)[reply]
We could do a compromise, "Executive" and below it, "Cabinet" or even "Council of Ministers". What do you think about it? --B.Lameira (talk) 17:54, 23 February 2016 (UTC)[reply]
For example, Government of Portugal and Council of Ministers (Portugal), but I could give another ones. --B.Lameira (talk) 18:18, 23 February 2016 (UTC)[reply]
Your compromise does not address at all the issue I raised. In Lithuania, Cabinet of Ministers = Government, Government never includes the President (and you're proposing to list the President under the heading "Executive", and link that to Government. No longer a penguin (talk) 18:34, 23 February 2016 (UTC)[reply]
Okay, in that case we could remove the linking on the "Executive", in that case. --B.Lameira (talk) 19:10, 23 February 2016 (UTC)[reply]
In my understanding, government has more broad definition than just the cabinet, but is not exclusively the executive branch. --B.Lameira (talk) 19:12, 23 February 2016 (UTC)[reply]
There are some countries (e.g. Romania) where the President, while not the head of government, presides to the Council of Ministers. --B.Lameira (talk) 19:21, 23 February 2016 (UTC)[reply]
What I want to mean is while the President is not part of the Government, he or she can be influential in the making decision process, as possesses powers like those of veto and dissolution of parliament. --B.Lameira (talk) 19:29, 23 February 2016 (UTC)[reply]

Speedy deletion nomination of Vytautas Astrauskas

Hello No longer a penguin,

I wanted to let you know that I just tagged Vytautas Astrauskas for deletion, because the article doesn't clearly say why the subject is important enough to be included in an encyclopedia.

If you feel that the article shouldn't be deleted and want more time to work on it, you can , but please don't remove the speedy deletion tag from the top.

You can leave a note on my talk page if you have questions. Prof TPMS (talk) 12:49, 3 March 2016 (UTC)[reply]

Hello Bejnar, thank you for the effort. I don't understand why the former article was deleted, but I appreciate your effort in creating a new one. Funny thing is, however, that the article is now about a different Vytautas Astrauskas (Lithuanian soviet-era politician, as opposed to the member of the first post-independence Seimas). I believe that they both have a place on Wikipedia, though. No longer a penguin (talk) 10:10, 7 March 2016 (UTC)[reply]
Ah, so the former article was about Vytautas Astrauskas (1927-2004) the pathologist and rheumatologist who also served in the Seimas from 1992 to 1996. I suspect that the deleters were unaware that the Seimas is the Lithuaian parliment. I agree that both men are appropriate for articles in the Wikipedia, but I do propose the soviet era politician as the primary topic. Not a lot has been written about the physician; although I see that he had an article in the soviet era encyclopedia prior to independence as well as one in the new encyclopedia. Maybe all that needs to be said in the lead of his article, in addition to his prominance as a physician, is "Astrauskas was elected in 1992 and served a four year term in the Seimas, the parliament of independent Lithuania.<ref>Juodokas, A., ed. (1995). The Seimas of the Republic of Lithuania 1992-1996: directory. Vilnius: Danielius for the Seimas. ISBN 978-9986-442-08-0. Contains short biographies of the members of the Lithuanian Parliament.</ref>." --Bejnar (talk) 19:19, 7 March 2016 (UTC)[reply]
I have no problem with the soviet-era politician as the primary topic - I only created the other one as primary since there was no article under the name. I agree with your suggestion regarding the lead, although I feel a bit strange having to dumb down the text for people who delete articles without bothering to click on a link to see what Seimas is.No longer a penguin (talk) 19:42, 7 March 2016 (UTC)[reply]
The physician's entry in the four-volume Tarybų Lietuvos enciklopedija is in volume 1 (1985) on page 112. It reads in full: ASTRAUSKAS Vytautas |g. 1927. 111.23 Maceniuose (Plungės rj.)], taryb. gydytojas patologas fiziologas ir reumatologas. Pav.
I hope that this will help you in redoing the article. I note by way of notability, that he was one of the first doctors in the Soviet Union to systematically study the pathology of rheumatic fever which led to new therapies and new anti-rheumatic drugs. --Bejnar (talk) 10:33, 8 March 2016 (UTC)[reply]

Hello I have had my page deleted and am wondering why as i have provided some references. Also if need be to prove more substantiality I have physical evidences of players existence such as newspaper prints, being registered in the official CBF (brazilian football federation) website. Moreover, i have seen and have access to his transfer papers which are from FIFA (the official world footballing governing body) Please reinstate this page and i can add in more links which i have found.

Alternatively, please advise me on what i need to do to establish this page. or have it deleted so that i can redesign a newer more updated version of it.

Pictures with the athlete in his uniform and in lineups are also in hand. i look forward to your response in this.
