A 4-year loan program of United Nations Environment Programme. Won some awards. I don't think it as a notable programme when UNEP funds many programs every year. It can be deleted after a two sentences summary dropped in UNEP article. I don't think redirect is useful either. The article looks like an essay with half of it unreferenced.
