"Dead on arrival" is a term used for legislation which is proposed even though it is widely expected to not be passed by the legislature. Such proposals are often used as a form of political messaging to signal the views of members of the legislature to the general public. The terms intended failure or intended legislative failure

It can also be used more generally for proposed policies which are seen as unlikely to be accepted or realised.

European Union

The Comprehensive Agreement on Investment, an investment agreement between the EU and the People's Republic of China which was finalised in 2020, was said to be dead on arrival because sanctions between the EU and China over China's persecution of Uyghurs.[1]
