    Not that absolutely. We had Kyiv pushed against fiery resistance despite majority of native English uses was Kiev.     I do not have to cite anything:

    • this person is Ukrainian and his preferred spelling in ukrainian and this is the transliteration from Ukrainian. Do you want me to cite the transliteration rules?
    • There is no preferred spelling in english because this is not a particularly public person
