Firstly, the article already states that correctly (see the lead sentence). Secondly, this law was obviously made primarily to ban Pride, and reliable sources state this (see for example Hungary passes law to ban Pride march, Hungary votes on a ban of LGBTQ+ Pride, Hungary's president signs law banning Pride parade).
