If we transclude it, we unnecessarily obscure the link targets. Basically, you need to type '''<nowiki>{{subst:fc|Portsmouth}}</nowiki>''', not '''<nowiki>{{fc|Portsmouth}}</nowiki>'''. Just regarding your use of the fc template in this edit, you might not know that this particular template (Template:fc) is designed to be substituted, not transcluded. If we transclude it, we unnecessarily obscure the link targets. Basically, you need to type {{subst:fc|Portsmouth}}, not {{fc|Portsmouth}}.
