That's 24 articles in five minutes. I think we can say pretty straight forwardly that the amount of care applied in the creation of these articles was minimal. Of course this was all a very long time ago and probably the author has change their behaviour in the mean-time, and Wikipedia was a very different place in 2010. All the same I think a bulk-delete of unimproved articles based simply on GNIS may be in order, similar to what was done with the California GNIS listings created by Carlossuarrez46.
