• The usual criterion for inclusion in Wikipedia is explained here. The very short of it is that people (or other subjects) need to be the focus of published works from reliable sources unaffiliated with them, to ensure articles are neutral and verifiable. Articles that give no reason to believe they might meet that threshold are routinely speedily deleted (in the case of maybes, there's a places for discussions).
