Teahouse not accessible to anons anymore?

Why was the link to the Teahouse removed? The edit summary says they [IP editors] can't ask a question at this place anymore, but I couldn't find more info about that from a quick look at the Teahouse or its "About" page. (I Ctrl+F'd "anon", "ip" [whole word], and "register".)

 Half done I can do this but...Semi-protected pages cannot be edited by unregistered users (IP addresses), as well as accounts that are not confirmed or autoconfirmed.
