I undid the "merge/redirect" for a couple of reasons:

• The edit caused a double redirect.
• The section in the USACE article is merely a summary to show how widespread USACE is in the US.
• A stub article should be expanded where possible, not deleted unless no further information is available.
• Further information on SPD is available (I just don't have the time to flesh it out); and a main article can be a valuable resource to researchers if it exists.
• Having a stub versus no stub acts as an encouragement to editors (i.e., the public) to improve the article per Wikipedia guidelines.
