In recent years the PRC government has sentenced several narco-traffikers to death, but human rights activists suspect that anti-drugs policy is sometimes being used as an excuse to imprison those opposed to the government (this is not unique to Hong Kong - similar reports of drugs legislation abuse have come from many Asian countries).
for the reasons that
Hong Kong has abolished death penalty long time ago
Mainland could not trial / imprison traffikers who are in Hong Kong
So even if the alleged but unidentified abuses are indeed true, they do not happen in Hong Kong.
In any case this does not seem to relate to "foreign relations".
