76 teams will participate in the 2008-2009 Champions League from 53 UEFA associations. Each association qualifies a certain number of teams to the Champions League based on its league co-efficient with those associations with the highest league co-efficients qualifying more teams. An association may qualify up to 4 teams. All UEFA associations are guaranteed to have at least 1 team qualify except Liechtenstein, which organizes no league competition. European champion from current season 2007-08 takes a part as defending cup holder, even if they don't qualify through their domestic league. Then it will come in at the expense of the lowest-ranked club of that association’s Champions League representatives which is automatically transferred to the UEFA Cup.
The Champions League title holder 2007-08 will be guaranteed a place in the group stage, even if they do not obtain a qualifying place through their domestic league. They will do this at the expense of their association's lowest placed qualifier, whom will join the UEFA cup as a result.
The allocation system may change slightly depending on the title holder's domestic placing.

The access list may change slightly depending on who wins this season's Champions League.
Depending on Champions League holder, some exceptions in this allocation list can be made. If the holder already qualifies for the group stage through its domestic league, list is shift up: the champion from 10th association (Scotland) will gain direct access to the group stage and the champion from 16th association (Bulgaria) will gain direct access to the 3rd qualifying round. Champion of Bulgaria will also shift up if the holder qualifies for the 1st qualifying round. Otherwise, one of spots for runners-up from Turkey will not be used. Note, since it is already known the holder will come from one of associations 1-15, the champions from associations 23-24 (Poland and Hungary) will surely gain direct access to the 2nd qualifying round, although by default, they are supposed to start season from 1st qualifying round.
