I stumbled on this image since I saw that its "fair use" was under discussion on another page. Since I am Swedish I checked it out. This image is downloaded from the central bank of Sweden, Sveriges Riksbank. Its from their press image collection. I can not link directly to their press image collection since it seems to be a dynamically generated URL that changes over time. Anyway, there it says, in Swedish:

Riksbankens bilder är fria att ladda ned och användas fritt. Vänligen uppge Riksbanken som källa vid användning.

Which translates to English as:

The images of the central bank of Sweden are free to download and can be used freely. Please attribute the central bank of Sweden when they are used.
