This editor first created a draft on this subject, was repeatedly declined by different reviewers. Then he writes this article and make it live in main space. Being an experienced editor why he has again written a new article? It’s against norms of Wikipedia. His desperation clearly shows COI in this circumstances. I agree and I faced same situation on another draft and brought it up to admin and was told that at this point not much can be done but to take it to AFD. Calling @DoubleGrazing:. Do you think AFD is the only route to take at this point? This is the Draft:Chinnakannan Sivasankaran that the editor has moved to mainspace after being declined. If the author has, or at least can be reasonably presumed to have, a COI, then arguably the draft could be sent back to drafts until the COI is disclosed. However, if there is no evidence of COI, then they are free to publish the article and bypass AfC, which is (for them) an optional process.
And given that this was already once moved to drafts, and moved back by the author, that means that per WP:DRAFTOBJECT it shouldn't be re-drafified.
This has also already been speedied before, and now the sources look at least superficially stronger, so I doubt another speedy would be accepted; therefore, AfD would probably be the next stop.
First I thought this was a copypaste move, but it looks like only the short lead section was copypasted, and the rest of it was created from scratch. I don't think there is therefore the need to merge the history from Draft:Chinnakannan Sivasankaran into this.
