I'm guessing labour spies used by management. On that assumption, I'll change "spooks" to "spies" because obviously it's a bit confusing and probably too colloquial for an encyclopedia. Bobanny19:10, 13 December 2006 (UTC)[reply]
Correct, they were labour spies instituted by management. "Spooks" is the name that the rank and file police used. I think that this detail is relevant in this article.
