A page does not have to be a literal copy-and-paste to be a WP:BADFORK; a fork on Wikipedia is simply a page "that has the same scope as another piece of content that predated it, essentially covering the same topic". The only information in this page that is about the disarmament of Hezbollah is information about losses incurred by them in their ongoing conflicts with Israel, and the disarmament of Hezbollah is Israel's military objective in said conflict, and as such, all actions taken by Israel against Hezbollah in the conflict can be considered under the scope of the disarmament of Hezbollah - meaning that the disarmament of Hezbollah is simply one side of the ongoing Israel-Hezbollah conflict. A page whose scope is the losses incurred by one side of a currently ongoing conflict is an inherently less neutral spinoff of a page that already exists; this is what makes it a POV fork.

Readers can already learn about this subject in better detail on other pages. This page only offers a couple short sentences about Hezbollah's losses, while the rest is just an assortment of statements made by various officials regarding the long-term goal of a disarmed Hezbollah, so this draft also does not demonstrate the need to WP:SPLIT the page off. There's never been a "Disarmament of X" page about a non-state actor before. The Irish Republican Army, Euskadi Ta Askatasuna, and most recently Kurdistan Workers' Party are all examples of notable militant groups who did actually disarm, but their disarmament was not made into a standalone page, as it was enough to briefly cover their disarmaments in a single section.

The biggest concern that I haven't mentioned already (and the reason why I've upgraded this decline to a reject for lack of notability) is that it's not clear that there's any precedent for making "Disarmament of X" pages about future, hypothetical disarmaments where the disarmament is simply a goal, not a historical event. Contrast that with the Disarmament of Libya or German disarmament. The Iraq disarmament crisis is the closest thing to an article about disarmament as a stated goal, but it deserves its own page because it became infamous as the casus belli of the Iraq War. If we made "disarmament of x" articles for every group that its opponents would like to see disarmed one day in the future, we'd have to make such a page about more or less all countries, entities, and militant organizations. There's no indication that this subject is notable enough to warrant being the first page of its kind.
