Well, according to Merriam Webster Dictionary, "railway" means "railroad", while according to Collins Dictionary, "railway" refers to a "route" or "tracks" or an "organization that operates railway routes". I don't think they are mainly testing tracks or roads here. They're testing the trains ("rail"), aren't they? starship
