The entire complex was planned to be completed in two phases. The first one completed in 2014 was portraited by Tower A, the 91-meter high 275-room hotel. The second phase of the complex was planned to be completed between 2015 and 2016 and aimed to consist of Tower B, the 108-meter office building, Tower C, the 120-meter high hotel with 300 rooms and the five-storey shopping mall. The entire project is owned by the Shangri-La Hotels and Resorts company, the investment rising to the costs of 500 million dollars.[4]

In September 2014, a fire broke out at Tower A while it was still under construction. The fire was successfully extinguished after two hours with no injuries or casualties reported.[7]
