I have added more citations to the article, from as many sources as possible. Given the (relatively) new status of this approach, it is quite hard to find sources from those not active in the sector. However, this concept is widely used by the Red Cross Red Crescent Movement, several UN organizations and, increasingly, by national goverments (e.g., Bangladesh, Nepal, South Sudan, Philippines). I hope with these adjustments it is now ready for publication, as I could not see any other problems from the reviewer. If there are, I will try to fix these.
