• Comment Probably not a CSD as the listed organisation affiliation and prize would indicate potential notability. Looking at these, here are the criteria for membership of the Welsh Academy: [1] (criteria 2 & 3 look lower/more inclusive than WP:AUTHOR) and this indicates that the Owen Barfield poetry prize is organised at University of Reading, where the subject studied; nothing wrong with that, but the award's scope may be internal.
