PT Surya Citra Televisi (SCTV) an Indonesian free-to-air television broadcaster. It was born on August 24, 1990. SCTV was originally a local station in Surabaya with limited broadcasts. The company only received a national broadcasting license in January 1993.
History
PT Surya Citra Television started out as a company called PT Foresta Maju which was founded on May 5, 1987.[1] The company owned by Henry Pribadi and Sudwikatmono applied for a permit to establish a limited channel television station in Surabaya on April 28, 1989. Its establishment was also supported by the former Governor of East Java, Mohammad Noer because according to him, TVRI Surabaya did not receive a good budget and it was time to provide alternative information facilities.[2] Initial approval from the Director General of Radio, Television and Film No. 1415/RTF/K/IX/1989 was obtained on 27 September 1989 with a new company name, PT Surabaya Central Televisi.[3]
The groundbreaking for the new SCTV office was carried out on November 10, 1989, coinciding with the commemoration of Heroes' Day. Furthermore, the construction of the building located on Jalan Darmo Permai, Surabaya began on February 1, 1990, attended by the Minister of Information Harmoko.[4] The initial capital outlay to build SCTV was IDR 150 billion with the assistance of 200 employees. In accordance with the limited channel permit, SCTV is planned to start terrestrial broadcasts, but limited to viewers who have a decoder.[5] The trial broadcast was planned for June 1990 for a month, without using a decoder for 8 hours/day as an introduction to the public.[6]
However, in July 1990 the government issued a policy allowing private television stations to broadcast free to air. On August 1, 1990, a principle permit was issued by the Director General of RTF No. 1271E/RTF/K/VIII/1990, which allowed SCTV to be received freely without a decoder.[7] Finally, with a new permit in the form of a joint agreement with the Director of the TVRI Foundation numbered No. 150/SP/Dir/TV/1990 and 02/SPS/SCTV/VIII/1990, on August 24, 1990, SCTV was able to officially start broadcasting with a broadcast coverage radius of 80 km in Surabaya. The official broadcast began at 19.30 WIB, with the delivery of TVRI's anniversary greetings and an opening by a female announcer.

After the split, SCTV then focused its broadcasts on imported programs, especially telenovelas and Mandarin series.[9] Various soap operas also began to be introduced, although they were less popular and targeted more at the female market. After the changes in 1997, this soap opera program then began to be made the main program, with the name "Sinetron Prima". These various events, such as Deru Debu, Kisah Cinta Ratu Pantai Selatan, Tersayang, Wah Cantiknya, Si Cecep, and Dewi Fortuna quite well known by the audience.[10][11]
