Note on title page read: "DISTRIBUTION STATEMENT - Distribution authorized to Department of Defense and U.S. DoD contractors only for administrative and operational use, 16 November 1987." Specific statement letter not stated, but wording matches that of statement D. According to chart of distribution statements and reasons, proprietary information cannot be a reason for using distribution statement D.
