Second qualifying round

The draw for the second qualifying round will be held on 1 August 2008 in Nyon, Switzerland,[12] and will feature 16 teams entering directly at the second qualifying round, as well as the 37 winners from the previous round and the 11 third round winners of the UEFA Intertoto Cup.

Southern-Mediterranean region

Central-East region

Northern region

Note: There will need to be some adjustments to the groups outlined above as (if winners from the previous round are included) there would be 21 teams in each of the northern and central-east regions, preventing a direct pairing of all teams within their respective regional grouping.

First round

The following 32 teams will enter at the first round. Also entering are the winners from the previous round and the losers from the UEFA Champions League third qualifying round.

Seeding structure

Seeding is determined by their UEFA Coefficient rating. The 80 teams are then split into 8 groups of 10 teams, 5 seeded teams and 5 unseeded teams. This is also based on their coefficient ranking with the exception, ruling that no country can have two or more of their teams in the same group.[13]

Final

The final of the UEFA Cup 2008-09 will be held on 20 May 2009 at the Şükrü Saracoğlu Stadium in Istanbul, Turkey. This will be the first time that the UEFA Cup Final has been held in Turkey and follows the 2005 UEFA Champions League Final which was held in Istanbul's Atatürk Olympic Stadium.
