:You cannot seriously believe that a glossary on a MOD webpage is more authoritative than ''The Queen's Regulations for the Royal Navy'' (the successor to ''Queen's Regulations and Admiralty Instructions for the Government of Her Majesty's Naval Service''! Even your citation from BR8373 is contradicted by the glossary in BR1806, and both are in any case inferior in authority to QRRN.

The civilian support services are not part of the Naval Service as such:

The Naval Service comprises the Royal Navy, Royal Marines, QARNNS and Reserve Forces. — BR 8373 [Naval] Officers' Career Regulations.
