I would like to suggest that this article should be reclassified as a stub. I think a similar article could be created for the 1st, 2nd, and 4th Congresses as well (which currently have no article), but once again, they would need to be stubs. May I suggest, perhaps translating the articles from the Vietnamese pages for these party congresses as the basis of these stubs?
