These images are not in the public domain in the United States because their copyright in the U.S. was restored by the URAA as they were still copyrighted in their source countries on the URAA date (January 1, 1996 in most cases). They are therefore still copyrighted in the U.S. until 95 years after the year they were initially published (or until 2047 in some circumstances).
