This edit is disruptive, since you've done nothing to improve the article since it was declined the last time. If you resubmit this draft again without fundamentally addressing the issues raised by the reviewers, including the lack of sourcing and a failure to adequately demonstrate the subject meets either WP:GNG or WP:NACTOR, then it will be considered disruptive and your editing privileges will be interrupted again.
