The result of the discussion was speedy deleted as nonsense, no context, no meaningful content. The fact that "nonsense" and "no meaningful content" are listed as speedy criteria for articles but not for portals, does not mean that we will retain portals that are nonsense and have no meaningful content. It means that no one ever envisioned that someone would create that sort of a portal, because portals are usually created by reasonably experienced editors. • That was my assessment as well, but I wanted another set of eyes to confirm. In my opinion, P1 doesn't apply either because while this page would be subject to speedy deletion as an article, this topic would not.
