Major General Yury Pavlovich Em (Russian: Юрий Павлович Эм; born in 12 September 1953), is a Russian army veteran and statesman, who had last served as a member of the State Duma from 2011 to 2012 and from 2014 to 2016 of the sixth convocation.[3]

He had served as Deputy Chairman of the Government of the Stavropol Krai - Head of the Office of the Government of the Stavropol Krai from 2012 to 2013 during the time he temporarily left the parliament.

He also had been the Deputy Chairman of the Government of the Chechen Republic from 2000 to 2002.

An army veteran, Em had served in various wars, such as the Soviet-Afghan war, the Nagorno-Karabakh conflict, the South Osseita war, the War in Abkhazia, the War in Dagestan, and the Chechen Wars.

He was awarded the title Hero of the Russian Federation in 2000.

Biography

Yury Em was born in 12 September 1953 in Kurgan, now the Cherdynsky district of the Perm Krai,[4] to a family of exiled settlers. He is of Korean descent. His father, Pavel, is a military pilot, gentleman of the Order of the Red Banner of Em Dun in, and his mother is a descendant of the Volga Germans. He graduated from high school in 1971.[5]

In 1971, he joined the Soviet Army. In 1975, he graduated from the Alma-Ata Higher Combined Arms Command School, after which an excellent athlete was distributed into airborne troops as an excellent athlete. He served in Osh, Krygystan.

From to 1980 to 1982 he fought in Afghanistan as part of a limited contingent of Soviet troops, where he acted as chief of staff of the parachute-long battalion.[6] He was awarded the Order for the heroism in the battles, although it was supposed to represent the title of Hero of the Soviet Union.


At the end of his service in Afghanistan, Em served in the Leningrad Military District in 1985, then he was sent to study at the Military Academy M.V. Frunze, which he graduated in 1988.[7] He was appointed deputy commander of the 21st separate airborne assault brigade, after several years he became its commander. He participated in battles in Nagorno -Karabakh, South Ossetia, Abkhazia, and took part in the Chechen War from 1994 to 1996.


In 1998, the brigade was reduced, and the 247th airborne regiment of the 7th Guards Airborne Division was formed from it. In the battles in Dagestan, at a height nicknamed the “donkey ear”, Em led this regiment, with him he freed the villages of the Tandinsky district. From October 1999 to January 2000, he was sent to Chechnya with the 247th Airborne School Regiment.

Among the operations, he carried out was the release of many settlements and the capture of strategically important objects, and landing. Em was carefully prepared for all operations. During the attack on the ambush, the militants were shell -shocked, but did not leave the battlefield, continuing to lead the actions of the fighters until the end of the battle.

On 6 May 2000, by the Decree of the President of Russia, for courage and heroism manifested during the counter -terrorist operation in the North Caucasus, Colonel Em was awarded the title of Hero of the Russian Federation with the award of the Golden Star medal.

Colonel Em remained to serve in the Russian army. By the end of 2000, he became deputy chairman of the Government of the Chechen Republic.

In 2002, he became the chief federal inspector of the Southern Federal District.

In 2004, he was deputy military commissar of the Kaluga Oblast, and in 2005 he has become the military commissar of the Ulyanovsk Oblast.

In January 2007, Em was promoted to Major General.

On 21 February 2008, he was appointed military commissar of the Stavropol Krai, replacing Vitaly Tartarenko, who resigned.[8]

In December 2011, Em became a member of the State Duma.[9][10]

In May 2012, he left the parliament to become the Deputy Chairman of the Government of the Stavropol Krai - Head of the Office of the Government of the Stavropol Territory. The mandate was passed on to Olga Kazakova.[11] In October 2013, he was dismissed as deputy chairman of the regional government, and in connection with its abolition, Em again received the mandate of the State Duma deputy, which was released in connection with the disposal of Andrey Murga, which he took in 2014.

On 31 March 2016, the Constitutional Court recognized the transfer of the deputy mandate to Em in 2014 in connection with the fact that in this convocation of deputies he previously abandoned the mandate in connection with the transition to the public service.[12] On 6 April 2016, he voluntarily abandoned the mandate.[13] The mandate was then passed on to former skater Elena Berezhnaya.

Family

His son, Aleksandr, served in the Armed Forces from 1994 to 2001, and is a participant in the Second Chechen War, awarded the Order of Courage and the Medal "For Courage". Since 2016, he has been the Deputy Mayor of the city of Nevinnomyssk of the Stavropol Krai.[14]
