Elaine T. Masukat is a Filipino lawyer and government official currently serving as Senior Undersecretary and Officer-in-Charge (OIC) of the Presidential Management Staff (PMS) under the administration of President Bongbong Marcos. She assumed the position in January 2023, succeeding Naida Angping.[1]
Early life and education
Elaine T. Masukat graduated from the San Beda College of Law, where she earned her law degree.[2]
Career
Legal and political career
Masukat began her legal career as an associate at the Marcos Ochoa Serapio Tan (MOST) Law Firm, which was established by First Lady Liza Araneta Marcos. She worked at the firm from 2006 to 2010. She served as City Administrator of Navotas under then-Mayor Toby Tiangco. She also worked as a consultant and chief of staff for Tiangco during his tenure as a congressman, a role she held from 2006.[3]
Presidential Management Staff
In January 2023, Masukat was appointed as Senior Undersecretary and Officer-in-Charge (OIC) of the Presidential Management Staff (PMS), replacing Naida Angping. The PMS is a key office under the Office of the President, responsible for coordinating and monitoring the implementation of presidential directives and policies.[4]
In February 2024, Masukat issued a memorandum requiring all presidential appointees appointed before February 1, 2023, to submit updated personal data sheets and various clearances. The directive, issued "upon the directive of the Executive Secretary" Lucas Bersamin, was flagged as "highly irregular" by Ombudsman Samuel Martires, who cited logistical challenges and existing backlogs in processing clearances.[5]
