You don't put the "nowiki" tags around the tildes - I did that to show you what four tildes looks like. You just put the four tildes there and they get automatically expanded to your username and the date/time.

Hi, your account has not been blocked. It is just that the (your) bio have been protected against edits by new users, so you presently can't edit it. After you have a few more edits (not sure how many, more that 100 I think) you would be able to edit the article, you can comment here and on the talkpage of your bio and are more than welcome to join in any discussion, regards.
