"Ultimate" needs elaboration in this sentence, especially since the resultant substance has no wiki entry: ...CYP1A1 catalyses this intermediate to form BP-7,8-dihydrodiol-9,10-epoxide, which is the ultimate carcinogen.

After checking the wiki entry for (+)-Benzo(a)pyrene-7,8-dihydrodiol-9,10-epoxide, I believe that the original editor was referring to the fact that this chemical is produced by the final (i.e. ultimate) step in the reaction.
