The use rationale is that it pertains to the article and it should be with it. There is no copyright on this image, as the photographer who took the image is long dead, none of his descendents have made any stipulations on ownership of the copyright, the company that may have at one time copyrighted the image is long disbanded, and no provisions were ever made to maintain the copyright by any person or entity. It is nearly 100 years since the photograph was taken. No individual or entity exists that can legitimately claim copyright this image above myself. It is therefore public domain and is to be released as such. And since it just so happens I am a direct descendant of this person and own this picture, I'm going to use the freaking thing in this article, so don't you dare delete it.
